Etisalat and Du has confirmed Skype blocked in UAE and they are providing the alternative solutions.
Many UAE residents using Skype to connect with family and friends which is free calling app.but VOIP is technically disallowed in UAE and Skype probably the most using app using this technology.recently UAE telecommunication provider companies Etisalat and Du has confirmed Skype blocked in UAE.UAE telecommunication provider companies Etisalat and Du listed a VOIP based app which allows you unlimited voice and video calls services. but you have to pay a monthly service fee to legally use this service. fee is listed Dh50 and Dh100 as monthly fee.

The UAE's Telecommunications Regulatory Authority (TRA) has stated that there has been no change in its stance with regards to VoIP, referring to its regulatory policy on the service. It falls at No. 14 on its list of prohibited Internet content.
But if you read the policy carefully, a VoIP service will be allowed in the UAE if it meets certain criteria and conditions.
Google Duo was launched recently and its still working fine in UAE.
